Postsecondary Transitions Grants

Last year I took over the management of the Postsecondary Transitions grant. I enjoyed the opportunity to work with several recipients in helping transition students to postsecondary education and I am confident that their students benefited as a result of their efforts.

This year, the requirements were tightened up and a more concentrated goal was given to applicants.

The goal that they wrote to was to increase the number of Oklahoma CTE students who complete high school with college credit and pursue and complete a postsecondary credential or an industry recognized certificate or degree that leads to a high-wage, high-skill or high-demand career by providing student opportunities through preparatory services that include one or more of the following goals:

  • Comprehensive education and career planning - Helping CTE students create a vision for their future through academic and career awareness, rigorous Programs of Study and family participation
  • Awareness of student opportunities - Holding CTE students to college readiness standards through engagement in rigorous Programs of Study that include academic and technical courses
  • Student Transition Success - Providing CTE students secondary to postsecondary transition support that reduces the college remediation rate for CTE students
I am excited to be working with Eastern Oklahoma County Technology Center as the recipient of this year's grant. Their plan has a lot of good ideas for transitioning students and I am excited to see that plan be put into action.

You can bet that I will be sharing the good things that they are doing with you.

Cooperative Alliance Workshop

This week was the annual Cooperative Alliance Workshop for technology centers and college partners. This annual workshop is held at the OSRHE offices in OKC and bring together all the partners under the Cooperative Alliances.

The workshop started off with a welcome from Dr Debra Stuart, OSRHE Vice Chancellor for Educational Partnerships and myself.

After the welcome, we dove straight into Policy Issues and Updates with Dr Debbie Blankee, Associate Vice Chancellor for Academic Affairs. The OSRHE Policy 3.6 is the governing policy for the CAP's and Title 780 780:15-3-6 covers the rules for careertech education in Oklahoma and reflects the Regents policy.

During the discussion several issues were discussed including the importance of the college partner having up to date credentials for instructors at the technology center who are serving as adjunct faculty.  It was also discussed that when justifying the need for a CAP, there should be a need for the credit and not simply credit to be awarding credit.

Participants had the opportunity to hear from Dr Phyllis Hudecki, Oklahoma Secretary of Education. Dr Hudecki spoke about the need for more credentialed employees (certificates, certificates, A.A.S., A.A.S and bachelor degrees) and Oklahoma's work in the Complete College America initiative.

According to the official press release, one of the planned projects for Oklahoma is to enhance the Cooperative Alliance Program and bring in line all certificates in higher education and careertech education to bring them in line with national norms.

(Oklahoma's Complete College America Profile)

We also heard from Oklahoma City Community College and about its recent Higher Learning Commission (HLC) visit. Greg Gardner, AVP for Academic Affairs and Alexa Mashlan, Director of Cooperative Alliance Programs, presented on the campus perspective of the comprehensive evaluation visit sometimes referred to as the ten year evaluation.

During the visit, HLC representatives visited two technology centers, Mid-America Technology Center and Moore-Norman Technology Center. Under the Cooperative Alliances, students are enrolled at the college partner as a college student and instructors are classified as adjuncts of the college. The visit was conducted as institutions with off campus additional locations.

During the visit, the evaluator talked with instructors, administrators and students regarding several factors. These factors included
  • Academic Controls
  • Regular Evaluation by the Institution
  • Faculty
  • Facilities
  • Resources
  • Academic Services
  • Student Services
  • Financial Stability
  • Long-Range Planning
  • Assessment of Student Performance
  • Marketing and Recruitment.
Mr Gardner was happy to let us know that the report was accepted with out exceptions!
Dr. Jo Lynn Digranes, VP for Academic Affairs at Connors State College and HLC Consultant Evaluator, spoke to the crowd about the visit she conducted at the off-campus locations and shared insight into the process.

Congratulations OCCC on passing your accreditation visit!

Dr Stuart and Kathy Spangler, CareerTech Research Analyst presented preliminary date on the students in the Cooperative Alliances. One of the interesting pieces of data was the retnetion GPA os students enrolled in the Cooperative Alliances. The Regents data show that students from the fall of 2007 and on have had over a 3.35 college GPA while enrolled in the CAP's. The highest GPA for a semester was 3.43. Input is being sought on the types of data needed to conduct more in depth analysis of the data, but initial data is exciting.

The College Pay Off

Did you know that a worker with an associates degree is expected to earn $1.7 million dollars over their lifetime? Even those students with some college are expected to earn more than $200,000 more than a student with just a high school diploma.

A new study by Georgetown University, The College Pay Off, looks at the payoff of attending college versus stopping at high school.

Report after report confirms the need for more educational attainement beyond a simple high school diploma. Career and technology education plays a vital role in helping students expand their education, many doing it while in high school.

The report also confirms the need for programs like the Cooperative Alliance Program that gives students the opportunity to earn trasnscripted college credit while in high school. Many students enrolled in the Alliance are graduating high school just a few hours short of their workforce degree (associates of applied science) and have increased their potential lifetime earnings, all before graduating high school.

Workforce Partners Conference

Today I had the opportunity to present with two others at the Oklahoma Workforce Partners Conference.

We had a great time and shared some great information with the people in attendance. It was also an opportunity to design a new presentation with the input of two other people and a different agency entirely.

Hope you enjoy it, there is some new information that I have never had in a presentation as well as some new ways at looking at information that we share as often as we can.

We even shared a little on the history of Cinco De Mayo!

NCA CASI AdvancEd Presentation

On Monday I am presenting at the 53rd Annual Oklahoma NCA CASI/AdvancEd Conference. Here is a preview of what I will be talking about. It is going to be a great conference and I can not wait to present. I will be attending the entire conference as well and can't wait to bring back some great info to share with you next week.

7.19.2010

Next week I am scheduled to present at Oklahoma's 89th Annual State 4-H Roundup.

Every year I look forward to interacting with the students and telling them about the opportunities that await them through CareerTech. They usually have some pretty god questions that make you stop and think before giving the same standard answer.

This is my 4th time to present at Roundup, and I always enjoy it. What would you tell high school students about CareerTech and college transition?

While you are thinking about it, here is this years presentation...

Breaking Perception, Revealing Reality

Earlier this month, I had an opportunity to present at Green Country Technology Center over the Cooperative Alliance Program. Counselors from both Green Country and Wes Watkins Technology Center were in attendance as well as their sending schools.

I was presenting with Debbie Blanke from the State Regents and we both felt that the program was a great opportunity to talk with people implementing the Alliances. After the presentations, we had a great question and answer session with the participants.

I thought I would share my presentation with you, maybe there is something that you can use when you talk to others about the Alliances.

Wall of Fame

This week found the Cooperative Alliance Roadshow at Northeast Technology Center and the discovery of an awesome "Successful Practice!"

Students who attend classes in Tami Frascht's Information Technology career cluster have an extra incentive to graduate with their A.A.S. degree, the Wall of Fame.

When a student graduates from any college with an A.A.S. degree, their picture is added to the Wall as an encouragment to others.

Each student gets their picture framed with their name at the top (named removed in picture) and a logo is added to the bottom of the picture to represent the college that they have attended.

What a great, visual way to show students that they can be successful in college. When students walk into the classroom, they can not help but notice their successful former classmates and be reminded that college is a place where they can be succesful .

I can't wait to visit again and watch the Wall of Fame grow!

Cooperative Alliance Certificates

How do you recognize your Cooperative Alliance students at their home high school?

At Northeast Technology Center, students are presented a Certificate of Recognition for earning college credit hours through a partner college.

Included on the certificate is a reminder that the student can request an official college transcript.

Every opportunity that we remind students they are earning college credit is an opportunity that we remind them that they can be successful at the next level.

By handing out certificates at high school honor assemblies, we show parents of up and coming students that they can be succesful at the technology center and that career and technology education is a bridge into higher education.

Encouragement and marketing, you really can kill two birds with one stone!

Cooperative Alliance Logo's

Over the past several months the State Regents has been working on a Cooperative Alliance branding initiative.

We are very excited to show you the new logo and can't wait to see how you use it in your marketing with students about the Cooperative Alliances.

You are welcome to start using the new logo, available for download on the Cooperative Alliance website. We will release a time line for 100% implementation soon.

Financial Aid Night

College admission deadlines are right around the corner and that means that it is time for students to start thinking about financial aid.

As part of the CareerTech System, it is our responsibility to eliminate barriers to transitions. One barrier to successful transitioning of students to college from the technology center is that many of our students are first generation students and their parents have no or limited knowledge of completing financial aid applications and how to search for scholarships.

This is where hosting a Financial Aid night can benefit your district.

During a Financial Aid Night, parents and students are encouraged to attend and learn about the many ways they can gain aid to pay for college.

Topics covered could include the Free Application for Federal Student Aid, Oklahoma's Promise, Fast Web and deadlines of college partner scholarship applications.

There are many ways to host the evening. Our suggestion is to hold it on the campus of the local technology center and invite sending schools to attend. Hold the event during a time that parents could attend (after work hours) and make sure that the event is advertised. Invite the Cooperative Alliance partner to particiapte and encourage students to apply for every opportunity that they can find.

Here are a couple of resources to help you in planning a Financial Aid Night

Financial Aid Night

Simplify the process!

The National Bureau of Economic Research released a report today in which tax preparers at H&R Block helped some low and moderate income customers complete the FAFSA using data from the IRS.

They discovered that helping these families boosted the rate at which they applied for financial aid, the number who received the aid and the amount they got, and ultimately it effected the transition from high school to college enrollment.

We have talked about developing a Financial Aid Night before and how the technology center can play a key role in helping families with obstacles become prepared to transition to higher education.

The National Association of Financial Aid Administrators provides much of the information that you need to start a Financial Aid Night on their website.

All that is left is for you to set the date and get the word out.

GuidanceFest 2009

We have been on the road again with GuidanceFest 2009!

This year we have made stops in OKC, Tulsa, Atoka, Altus and we are headed to Woodward for our last session.

It is always good to get out on the road and meet a lot of new faces. Getting to know those on the front line is fun and it helps us take back new information in the services that we need to provide and makes us think about how we can make CTE in Oklahoma better.

I thought I would share with you my presentation during GuidanceFest. It is the CTE to College and Career Transitions, and I hope that you like it.

If you want to view the other presentations, they are on the GuidanceFest page

Orientation

If you are on the campus of OSU it is called ALPHA, at OU it is Sooner Orientation Weekend and down South at Texas A&M it is called FISH Camp. Whatever the name, freshmen orientation is happening across the county on college campuses as new students head away from home for the next level of their education.

August is also the time of year that new students will be heading to Okahoma's technology center campuses. How will they be welcomed?

By looking at the higher education model, several elements exist across programs. Fun, friendship and learning about the ins and outs of the campus students will be attending are staples. Breaking into discussion groups that allow students to build friendships, get to know mentors and ask questions specific to their needs is something that you will find at most camps. Instructor/faculty and staff involvement with a little but of administration thrown into the mix.

And of course, tshirts!

All the effort and pizazz boils down to one thing. Making students comfortable on campus, helping them to orient to their new surroundings and helping their transition to a new campus successfully!

How do you help students transition from their home high school to the new world that awaits them at their technology center? Does your campus host a new student orientation program?
